The Ministry of Public Security has proposed fines ranging from 30 to 50 million VND for individuals who coerce their spouses into unwanted sexual activities.
This information is outlined in the third draft of an amended decree supplementing several provisions of Decree 144/2021, which concerns administrative penalties in areas such as public security, fire prevention, and domestic violence prevention. The draft document is currently under review by the Ministry of Justice.
If the proposal is approved, it will mark the first time a specific penalty for “sexual violence within marriage” is established. The Law on Domestic Violence Prevention 2022 already lists “coercing a spouse into unwanted sexual relations” as one of 16 forms of domestic violence.
The draft also proposes fines of 5-10 million VND for individuals found discriminating against or stigmatizing family members based on physical appearance, gender, or abilities.
